Authorities Put Up Barricades, Travelers To Phnom Penh Checked, As 14 People Arrested for Incitement
Provincial police force and district authorities have set up barricades to check on people traveling from one area to another, restricting entry of groups to Phnom Penh to prevent “extremist groups” from organizing a so-called color revolution on August 18 to “topple the government”. At the time of writing, around 14 people have been arrested for allegedly inciting people to revolt against the government, according to National Police spokesperson Chhay Kim Khoeun.

Zhen Tai Workers’ Representatives File Complaint With Labor Minister After All Requests Were Rejected
Workers’ representatives at Zhen Tai Garment Cambodia Co Ltd filed a complaint with Minister of Labor and Vocational Training Heng Sour after the Department of Labor Dispute rejected their requests for a resolution to their issues in the factory. The ministry said it will find a solution for them. In early August, the ministry rejected all 13 requests made by the workers, which they said was unfair to them. They asked relevant parties to come up with a detailed solution to their case.

Interior Minister Sar Sokha issued an order to provincial governors, the police force and military police to tighten security to restrict people from entering Phnom Penh as a group to prevent extremist groups from carrying out a “color revolution to overthrow the government”. The 62 families of the old Kbal Romeas village have committed themselves to staying put after the Lower Sesan II dam inundated their homes in 2017, driving them to shelter about five kilometers away on higher ground just above the reservoir. They have asked relevant parties to come up with a detailed solution to their case. In July, workers at Zhen Tai in Phnom Penh accused the company of “embezzling” workers’ pensions. They have been waiting for 11 months for a settlement.

Expedite Collective Land Titles for Indigenous People Who Risk Losing Their Farmlands, NGOs Urge Government
In a statement issued in conjunction with International Day of the World’s Indigenous Peoples 2024 on August 9, it said only 43 out of 458 indigenous communities received collective land titles from 2011 to July 2024. While urging the government to expedite access to collective land titles for indigenous people, CCHR said despite the existence of legal mechanisms to protect their right to land, the communities remain vulnerable to land seizures due to the absence of a formal tenure. It highlighted that the issuance of collective land titles was stalled because of the “complexity, cost and lengthy duration” of the application procedure.

Supreme Court Upholds Incitement Verdict Against Candlelight’s Thach Setha
The Supreme Court on Friday upheld a lower court’s verdict on opposition Candlelight Party vice president Thach Setha who was sentenced to three years’ jail and fined four million riel (about $1000) for incitement to disturb social order and discrimination. In February this year, the Court of Appeal in Phnom Penh sustained the Phnom Penh Municipal Court’s conviction against Setha who violated Articles 494, 495 and 496 of the Criminal Code.

Last Friday, CamboJA rushed to submit the input gathered from media partners and its members to the ministry. CamboJA requested the deletion of a few phrases, and addition of some “important” phrases in the draft including Article 4, 5, 21 and 28. He said some were amended but others remained the same. Journalist Associations Rush To Submit Input on Draft Journalism Charter Amid Tight Deadline
On July 24, the ministry held a consultation with approximately 200 media associations and journalists to gather feedback on the draft charter. The draft was only distributed to participants on the morning of the consultation. While organizations like the Cambodian Journalists Alliance Association (CamboJA) and UNESCO did not provide immediate feedback on the consultation day, but asked for additional time to review the draft. Cambodia’s Young Environmental Activists Pay a Heavy Price
It’s risky to try to protect the environment in authoritarian Cambodia. Ten young activists from the Mother Nature environmental group have recently been given long jail sentences. Two were sentenced to eight years on charges of plotting and insulting the king.
