Ou Virak, the president of the Cambodian Center for Human Rights, said that nominating only the rich and powerful children within the CPP to become lawmakers would discourage other CPP members' children sidelined from the polls. "Children of other CPP leaders will think they don't have any chance like those of the rich and powerful," he told RFA's Khmer Service. Ou Virak believes that Hun Sen, prime minister since 1985 and Southeast Asia's longest serving government leader, is paving the way for his oldest son Hun Manet, currently a two-star general, to replace him in the future. "Hun Manet is holding a very crucial position in the military. I think during Hun Sen's regime, the military will play an important role in controlling the country. I think this is what Hun Sen is thinking," Ou Virak said.

EU wants Cambodia to pay up for court
PHNOM PENH - The European Union is calling on Cambodia to come up with more cash for a Khmer Rouge war crimes tribunal, where resignations have slowed proceedings and some staff are threatening to strike after going for more than two months without pay. Up to 2.2 million people died under the ultra-Maoist Khmer Rouge regime from 1975 to 1979, a quarter of the population. The tribunal, set up in 2005, has found only one person, a relatively lowly prison chief, guilty of crimes connected with the killings. Under the agreement for the UN-backed tribunal, the United Nations was to pay for international staff and operations, while Cambodia paid for the national side, but the government has been repeatedly criticised for a lack of support. "The EU keeps encouraging the Royal Government of Cambodia to continue substantially increasing its own contribution to the tribunal, as a sound measure to improve its sustainability and its ownership by Cambodia itself," EU Ambassador Jean-Francois Cautain said in an email to Reuters.

Sesan River Dam Approved in Assembly
PHNOM PENH — The National Assembly has approved the construction of a hydroelectric dam on the Sesan River, renewing concerns of villagers who will be displaced by the dam and of activists who say it will disrupt important fish migrations. Some 5,000 people will have to be moved once the 8-kilometer dam is built. In the National Assembly last week, opposition lawmakers said they wanted the construction of the Lower Sesan II Dam postponed while more impact assessments are made and while villagers are properly helped in their relocation.

PHNOM PENH (The Cambodia Herald) -- More than 200 workers from Kingsland Garment Cambodia Ltd gathered Thursday at the Phnom Penh Tower Hotel demanding to see the owner of the Hong Kong-owned factory. Hun Sen and EU Ambassador Talk Elections, Land Reform
The European Union’s ambassador to Cambodia raised issues of judicial reform, land reform and the upcoming national elections in a meeting with Prime Minister Hun Sen on Monday morning. Speaking with reporters after the meeting at the prime minister’s office, Mr. Hun Sen’s personal assistant, Eang Sophalleth, said that E.U. Ambassador Jean-Fran¬cois Cautain had offered his support for the July 28 national elections but made no mention of the E.U. sending observers to the polls. “He [Mr. Cautain] said all 27 countries in the Eu¬ropean Union and the European institutions will support and help Cambodia in the upcoming parliamentary elections. He expressed their support and urged free and fair elections,” Mr. Sophalleth said. “In response, [Mr. Hun Sen] said regular elections in Cambodia were very important to push Cambodia toward development and democracy,” he added.
