On 27 July 2003, Cambodia held its third National Assembly elections since the signing of the Paris Peace Accords in 1991. These elections mark an important step in Cambodia’s efforts to establish a multiparty democracy. Most observers agree that there was a marked improvement in the technical aspects of election administration
