This ISR covers from the project effectiveness to the end of October 2011. The information is drawn from the February 2011 aide-memoire and an interim progress report submitted in November 2011. Since the last implementation support mission held in February 2011, the project has made considerable progress on all components. After the initial start up delays, the project is now on course, with a solid accelerated work plan set for 2012.
