Intimidation and Disruption against Human Rights Defenders
CHRAC has been aware that 335 families of people, who are living in Proka Village, Sangkat Prey Sar, Khan Dangkor, Phnom Penh, having land dispute with Mr. In Samon, deputy Secretary‐General of the Ministry of Interior since 2007, but no any resolution up to date. Therefore on March 01, 2010, these people were not satisfied and came to the Prime Minister’s house in order to seek for resolutions, but instead they were cracked down seriously by police of Khan Dangkor and some of them were also arrested during this event. Due to this crackdown, the victims had filed complaints to ADHOC office asking for assistance; then ADHOC sent its monitoring staff to monitor the case sooner later. As a result, however, three cameras of the monitors (two from ADHOC and one from LICADHO) were suddenly confiscated by the police, and approximately three hours later, those cameras were return back to the monitors; but all photos taken were completely erased.

Breaking the Silence Sexual Violence in Cambodia
A growing number of rape reports, including against very young girls and gang rapes, fill Cambodian newspapers. Most police, NGO workers and public officials working with the issue agree that rape is on the increase. The lack of appropriate services for victims of rape is acute, and reflects social attitudes about rape and sexual violence, The lack of effective investigations and prosecution further harms victims, who often live with the fear that the perpetrator is free to attack them again, with the additional psychological pain and a perceived loss of dignity. Failures by the authorities, including in the criminal justice system, go unquestioned and become an extension of the initial abuse.

Report 2009 of LICADHO
During 2009, LICADHO Phnom Penh received 1,163 clients and visitors. LICADHO also sent out 275 letters to various institutions, including letters of interventions and invitations to events and LICADHO received 867 letters from other institutions. During the year 68 missions were conducted in the provinces for monitoring and management purposes.

Law Review
CJR applauds the RGC’s success in its efforts to promote legal and judicial reform as enumerated in its Rectangular Strategy. Although the judicial system is far from meeting its Constitutional aspirations, the judicial landscape is not entirely a gloomy one. In other words, the administration of justice is not universally flawed in Cambodia, and indeed, CJR’s monitors have noted a number of trials in which the judge controlled the proceedings to ensure that defendant’s rights were respected. CJR also observed cases in which defense counsel rose up to the occasion and provided her client with zealous advocacy.

STATEMENT ON CHRAC Calls for a Political Solution to Sam Rainsy Case
The Cambodian Human Rights Action Committee (CHRAC), a coalition of 23 NGO members, is regret to learn about a recent complaint made by the Royal Government of Cambodia against Mr. Sam Rainsy, President of the Opposition Party, in addition to his former charges which was previously tried by Svay Rieng Provincial Court. According to the announcement made by a lawyer who is representing the Government, it is believed that the new complaint against the opposition leader with new charges had been already recently lodged to the prosecution office of Phnom Penh Municipal Court. This news makes national and international public opinions another concerns about the recent political issue in Cambodia, particularly in relation to the democracy space and the roles of the parliamentarians; namely the roles of opposition parliamentarians which are often affected by the complaints filing to the court from time to time, while other national important issues strongly need of contributions from all politicians of different political tendencies.
