Government efforts to improve them continued to be hampered by a lack of funds and weak enforcement.     LICADHO urges the Court of Appeal to provide justice to Chan Sopheak, the man convicted of the murder of trade unionist Ros Sovannareth despite a lack of credible evidence against him, by releasing him from prison as soon as possible. The Appeal Court held a hearing on the case this morning and will issue its verdict on February 18.

    Human Rights Situation Report 2009

    The year 2009 has been marked by an increase in restrictions on the freedom of expression, especially against politicians and representatives of civil society organizations critical of the Cambodian Government. Consequently, at least twenty-two complaints were filed by government officials against dissident politicians and civil organization representatives, with an additional twenty-five complaints against journalists. This year, the situation can be compared to 2005, although there has been a slight improvement in relation to sentencing in defamation cases. No one who has been accused of defamation charges has been jailed and the accused of other charges have been given more chances to escape overseas comparing to 2005. Notably, it has become a tendency to restrict this freedom right after the general elections and the formation of a new government. With new elections looming, the situation has been loosen. We expect, this time, that a similar tendency will be repeated.

Having made their fortunes from logging much of the country’s forest resources, Cambodia’s elite have diversified their commercial interests to encompass other forms of state assets. Over the past 15 years, 45 per cent of the country’s land has been purchased by private interests. The economic wisdom of the sell-off has yet to be proven. The social and environmental consequences have already been devastating.

    OHCHR Expresses Consternation at Violent Eviction

    After nearly a month of protracted negotiations between the residents, the 7NG Construction company and the Municipality, aimed at finding a mutually agreeable settlement of compensation claims, the company unilaterally withdrew from the discussion and the suspended eviction order was implemented by law-enforcement agencies. The eviction was carried out in the middle of the night, with bulldozers, tear gas, rubber bullets, batons, and workers equipped with sticks and axes contracted to demolish the house.
