Cambodia and the Universal Periodic Review Process

The Universal Periodic Review (UPR) is a United Nations (UN) Mechanism that operates by reviewing each UN Member States’ human rights obligations. Under the UPR, the human rights record of each country is reviewed by other United Nations Member States. This provides an opportunity for countries to discuss their domestic human rights framework as well as measures taken to promote and protect human rights in their country. During the UPR, UN Member States provide each other with constructive recommendations on how the State under review could improve human rights. The process takes place every five years for each country, on a cyclical basis.

The first UPR of Cambodia took place in 2009, the second UPR cycle started in 2014, and the third UPR of Cambodia took place in January 2019.
