The political climate in 1998 was overshadowed by the events of July 1997, with many opposition politicians remaining outside the country for several months. As a result, the National Assembly functioned at a much reduced level, and the work of ministries was hampered by political uncertainties and a lack of direction. The office’s technical assistance activities inevitably slowed down as a result, but nevertheless many programmes registered useful achievements.
