Governance in a democratic parliamentary system is guided by the principle of separation and limitations of powers. The Royal Government of Cambodia (RGC) is legally obliged to implement governance procedures which comply to the principle of separation of powers as stipulated in the Cambodian constitution of 1993 in the Articles 51, 128 and 130: ‘Power shall be separated between the legislative power, the executive power and the judicial power’ (Article 51).
