Cambodia is endowed with relatively abundant natural resources. Arable land per capita is among the highest in Asia (World Bank 2010). Yet the distribution of these resources has become increasingly unequal in recent years. The United Nations Capital Development Fund estimated that in 2010 as much as 30 % of Cambodia’s land was owned by only 1 % of the population (UNCDF 2010).
