This issue of the Cambodian Human Rights Network (HRN) Project newsletter series examines the progress regarding the implementation of the Human Rights Network Project (“the Project”), more particularly the partnering of Target Beneficiaries, linking them together and increasing their capacities through training in documentation and advocacy, land law, Pre-Trial Procedures and Complaint Writing. This issue is aimed at providing interested stakeholders with an update on the project implementation, especially activities undertaken by Human Rights Network participants advocating in land conflict and labor rights through public forums, rallying, dialogue and mediation with authorities.

Release Mam Sonando, Owner of Cambodia’s Oldest Indepdendent Radio Station
July 16, 2012 - The undersigned organizations are deeply disturbed by independent radio station director Mam Sonando’s arrest on Sunday, July 15, 2012, and call for his immediate release. Mr. Sonando, who holds both Cambodian and French citizenship, is the owner of Beehive Radio, which is among the few independent radio stations in Cambodia. Sonando is also the founder and president of the Democrat Association.

The year 2011 witnessed the twentieth anniversary of the adoption of the Paris Peace Agreements, which consolidated the peace process in Cambodia. The mandate of the Special Rapporteur on the situation of human rights in Cambodia has its origins in the Agreements. As the country approaches its general election, in July 2013, the time is ripe to take stock of the progress made over the past 20 years and to tackle the governance challenges that persist.

Statement on the Arrest of Mr. Mam Sonando
The Cambodian Human Rights Action Committee (CHRAC)—a coalition of 22 NGO members—is very disappointed at the recent arrest of Mr. Mam Sonando, Director of 105 FM MHz beehive radio and President of Democrats Association, on 15 July 2012 at 8.56 am.Immediately after the arrest, he was then put in police custody at the Ministry of Interior. Mr.Mam was brought to Phnom Penh Municipal Court on 16 July 2012 at 10.20 am and was ordered to be placed in provisional detention at Correctional Center I (known as “Preysar Prison”).

Mam Sonando – the owner of Beehive Radio and President of the Democrat Association – was arrested at his home this morning by a group of around 20 police. The arrest – which comes three days after Mam Sonando’s return from a trip to Switzerland and the United States – represents yet another setback for Cambodia’s beleaguered democracy.
