Summary

On 8 November 2021, two journalists from Los Seng News, Ing Thoeun and Say Sophea, were arrested in Kampot's Chhuk district after they reported on a protest in front of the provincial administration where residents were calling for the release from prison of their family members, including a four year old child. The reporters conducted a live-stream video of the protest where the villagers were recorded pleading with the provincial governor to release the child from prison. The police report stated that the journalists "came to report in front of the provincial administration, criticizing the competent local authorities without communicating with authorities to ask about the arrests of the four on November 7, causing people to misunderstand and become enemies of the competent local authorities”. Both journalists were accused of incitement to disturb social security (arts. 494 and 495) and malicious denunciation (art. 311). They were then detained in Kampot. On 10 November 2021, on the promise of being released, they issued a public apology video but were sent to the Kampot Provincial Court for further questioning. On 11 November 2021, they were released from prison. It is unclear if legal proceedings are still pending against them.
