Welcome to the Cambodian Trial Monitoring Database (the "Database"). The Database is an output of the Cambodian Center for Human Rights' (the "CCHR") Trial Monitoring Project. CCHR is a leading non-aligned, independent, non-governmental organization that works to promote and protect democracy and respect for human rights. The Trial Monitoring Project, which was introduced in August 2009, monitors criminal trials in Cambodia so as to assess their adherence to Cambodian and international fair trial standards. It then uses these findings in its efforts to bring about increased respect for fair trial rights.
To date, criminal trials at the Banteay Meanchey Provincial Court of First Instance; the Kandal Provincial Court of First Instance; the Phnom Penh Municipal Court of First Instance; and the Rattanakiri Provincial Court of First Instance; and the Court of Appeal, have been monitored. The main activities of the Trial Monitoring Project include the monitoring of criminal trials by CCHR Trial Monitors using specific checklists; the production of bi-annual and annual reports which draw together and analyze the recorded data from the preceding reporting period; and the entering into dialogue with members of the judiciary and key stakeholders in order to share information and ideas, and improve adherence to international and Cambodian fair trial standards.
In its bid to bring about more transparency in the Cambodian judicial system, the Trial Monitoring Project has launched the Database which records and organizes the data collected from the above-mentioned courts. The Database will also publish the work of Trial Monitoring Project, such as its press releases and bi-annual reports. In this way, the public will have free and open access to the data collected by the CCHR Trial Monitors.

CCHR Fair Trial Rights Newsletter on Right to Presumption of Innocence “Uniform for Prisoners”
Issued on: Dec 05, 2024The Cambodian Center for Human Rights (“CCHR”) releases its Fair Trial Rights newsletter focusing on the Right to Presumption of Innocence and in particular, how the convict uniform has been used for defendants during the hearing. Since 2009, the Cambodian Center for Human Rights (“CCHR”) has conducted trial monitoring of criminal trials at Cambodian courts to assess their adherence to both international and Cambodian fair trial standards and has been monitoring hearings in the Phnom Penh Court of Appeal specifically from March 2013, as well as the three other regional appeal courts: Battambang, Tboung Khmum and Preah Sihanouk Courts of Appeal. Monitoring at these three regional appeal courts has been carried out since 2022 until present.

4th Cycle UPR Recommendations supported by RGC pertaining to access to justice
Issued on: Nov 25, 2024During Cambodia’s fourth Universal Periodic Review (UPR) in 2024, the Royal Government of Cambodia (RGC) supported ten of the recommendations it received pertaining to access to justice. Whilst this acceptance is a positive step, the effective implementation of these recommendations is now the primary aim in order to ensure access to justice for all.

Annual Report on Fair Trial Rights in Cambodia (1 January to December 2023), monitoring at the Phnom Penh, Battambang, Tboung Khmum, and Preah Sihanouk Courts of Appeal
Issued on: Oct 31, 2024CCHR’s Fair Trial Rights Project releases its Annual Report on "Fair Trial Rights in Cambodia: Monitoring Report 2023" covering from 1 January to 31 December 2023. This Report analyzes data gathered through the daily monitoring of 772 randomly selected criminal cases involving 1,118 defendants at the Phnom Penh, Battambang, Tboung Khmum, and Preah Sihanouk Courts of Appeal, using a customized trial monitoring checklist trial-monitoring checklist to determine the extent to which national and international fair trial rights standards are being upheld.
