The Cambodian Human Rights Action Committee (CHRAC), a coalition of 21 NGO members and the Committee for Free and Fair Elections in Cambodia (COMFREL), are deeply disappointed at the decision made by the Phnom Penh Municipal Court on August 04, 2009 ordering Ms. Mu Sochua to pay a fine and compensation in a defamation case.
