Freedom of Association under fire

The Cambodian Center for Human Rights (CCHR) is concerned by ongoing efforts on the part of the Royal Government of Cambodia (RGC) to limit the right to freedom of association. The RGC is currently in the process of finalizing two draft laws, one relating to trade unions (the “Union Law”), and the other relating to associations and non-governmental organizations (“NGOs”) (the “NGO Law”). The two laws, as they are currently formulated, bear many striking resemblances and, taken together, threaten to deal a fatal blow to the right to freedom of association of all Khmer citizens and to steer Cambodia further away from the path to democracy.
