Charges Against ADHOC Staffer Mark Decade’s Most Serious Threat to Human Rights Work in Cambodia
Phnom Penh (August 15, 2012) – We, the undersigned civil society groups, deeply regret the Phnom Penh Municipal Court’s decision to pursue politically-motivated charges against outspoken human rights worker Chan Soveth for legitimate actions related to his work. Soveth has been summoned to answer charges that he illegally aided a resident of a Kratie village that was brutally raided by armed government forces in May. A 14-year-year-old girl was killed in the operation. Authorities assert that villagers were planning to secede from Cambodia and create their own state.

Cambodian Human Rights and Development Association (ADHOC), CARAM-Cambodia, Cambodian Human Rights Action Committee (CHRAC) and NGO Committee on CEDAW express great concern about the increase in the number of cases related to migrant workers and the violation of their rights to work, in particular the recent cases involving two recruiting companies namely; T & P Co, Ltd” which had its license withheld by the Ministry of Labor and Vocational Training and Giant Ocean International Fishery Co, Ltd which was closed down in early 2012.

Almost 400 criminal trials monitored in fair trial study; fourth CCHR Report shows improvements in impartiality and professionalism, but continued shortfalls in pre-trial detention
The fourth bi-annual report on fair trials in the Cambodian Courts (the “Report”) follows six months’ of trial monitoring by the Cambodian Center for Human Rights (“CCHR”) Trial Monitoring Project (the “Project”) and contains data collected from the monitoring of 398 trials involving 688 accused in cases before the Phnom Penh Capital City Court of First Instance (the “Phnom Penh Court”) and Kandal Provincial Court of First Instance (the “Kandal Court”). The Report analyzes the improvements in the Courts’ adherence to fair trial standardsas well as the continued shortfalls.
