This issue of the Cambodian Human Rights Network (HRN) Project newsletter series examines the progress regarding the implementation of the Human Rights Network Project (“the Project”), more particularly the partnering of Target Beneficiaries, linking them together and increasing their capacities through training in documentation and advocacy, land law, Pre-Trial Procedures and Complaint Writing. This issue is aimed at providing interested stakeholders with an update on the project implementation, especially activities undertaken by Human Rights Network participants advocating in land conflict and labor rights through public forums, rallying, dialogue and mediation with authorities.

Sithi Monitors Freedom of Expression in Cambodia

Intimidation of Community Based Human Righs Activists
The Cambodian Human Rights Network ("the Network") Project is a Cambodian Center for Human Rights ("CCHR") project, generously funded by Diakonia, which has been established in order to support human rights activism as a community level. The Project, which began in June 2010, facilitates training on human rights to grassroots activists working for Community Based Organizations ("CBOs").

In 2008, the Law on the Suppression of Human Trafficking and Sexual Exploitation (the "LHTSE") was introduced in an effort to increase the rate of successful prosecutions for human trafficking offenders in Cambodia.

Series on Fair Trial Rights and Rule of Law - Prohibition on Retroactive Application of Criminal Law: New Provisions of the Penal Code
It is a fundamental principle of criminal law that no one can be found guilty of a criminal offense for an act or omission that did not constitute a crime at the time the alleged action or omission took place (Article 15 of the International Covenant on Civil and Political Rights and Article 3 of the Penal Code). Additionally, a heavier penalty may not be imposed than the one that was applicable at the time of the offense. If, subsequent to the commission of the offense, provision is made by law for the imposition of a lighter penalty, the lighter penalty shall apply (Article 10 of the Penal Code).
