A new report - 10 Years of the Better Factories Cambodia Project: A critical evaluation - has been released on 30 August 2012 by Clean Clothes Campaign and Community Legal Education Center. Started in 2001, the goal of the Better Factories program is to improve the working conditions in Cambodian factories and end sweat-shop production.The report discusses the BFC’s achievements and limitations from a worker rights’ perspective.

Report on Survey Findings from the 2012 Commune Council Candidate Debates
In May, 2012, NDI organized 10 public debates for candidates competing in the June 3, 2012, commune council elections. To promote a wider audience than the public in attendance, NDI recorded and broadcast the debates prior to the election on three Cambodian radio stations.

Report of the Special Rapporteur on the Situation of Human Rights in Cambodia, Surya P. Subedi
Cambodia has benefited from recommendations made by bilateral and multilateral agencies to reform the electoral process in view of the shortcomings identified in previous elections. It is regrettable, however, that most of those recommendations remain unimplemented. Accordingly, emphasis is laid in the report on an assessment of the independence and capacity of the National Election Committee and the provincial election committees as some of the State institutions responsible for upholding people’s rights. There are major flaws in the administration of elections in Cambodia and urgent and longer-term reforms are needed to give Cambodians confidence in the electoral process and in the workings of the National Election Committee. With this in mind, the Special Rapporteur makes constructive recommendations to reform the electoral process and hopes that the Government, the National Election Committee and other stakeholders will take steps to implement them.

Impacts of Climate Change on Rice Production in Cambodia
Cambodia’s climate is hugely dependent on the arrival of seasonal monsoon rains which occur from May onwards, often extending until November. Cambodia’s most important crop is rice which occupies 84% of the country’s total cultivated land.

Outcome Report- The OSLO Governancce Forum
This report records the vibrant and dynamic discussions held at the Oslo Governance Forum (OGF) from 1 to 3 October 2011, and the ‘Oslo Principles’ endorsed by the Forum. More than 270 policy makers, experts and practitioners from 75 countries gathered to participate in the OGF. It was convened by the UNDP’s Democratic Governance Group, in partnership with a broad coalition of stakeholders, including UNDEF, ActionAid, Act Alliance, PRIA, the World Bank Institute and NORAD. Its success testifi es to the innovative and cost-effective organization of a global advocacy event. It creates a global venue, one that can enhance UNDP’s credibility and capacity to play a transformational leadership role at the global level. Participants rigorously debated the principles and implications underpinning democratic governance assessments.

Fourth Bi-Annual Report: Fair Trial Rights 2009-2011
This bi-annual report on fair trial rights in Cambodia (the “Report”) is an output of the Cambodian Trial Monitoring Project (the “Project”), implemented by the Cambodian Center for Human Rights (“CCHR”). It presents and analyzes data collected from the monitoring of 398 trials involving 688 accused at Phnom Penh Capital City Court of First Instance (the “Phnom Penh Court”) and Kandal Provincial Court of First Instance (the “Kandal Court”) between January 1 and June 30, 2011 (the “Fourth Reporting Period”). This is the fourth bi-annual report from the Project.

Late last year, the Cambodian government quietly released a draft Law on the Management and Use of Agricultural Land that would have serious implications for private landholders. The draft law as currently written could be used as legal cover for land-grabbing and for those who wish to exploit and personally profit from Cambodia’s land and resources. Most alarmingly, the law creates felony criminal liability for any actions that violate the law’s far reaching provisions.
