Phnom Penh, 14 November 2004 --The Special Representative of the Secretary-General for human rights in Cambodia, Mr. Peter Leuprecht, concludes his eleventh official mission today. During the course of his visit, he has met with His Majesty, the King; with representatives of the Royal Government of Cambodia including the Prime Minister; leaders of political parties; court and law enforcement authorities; non-governmental organizations; leaders of trade unions; Cambodian citizens whose human rights have been violated; the media; the UN Country Team; and members of the diplomatic and donor communities.

There also were politically motivated killings committed by persons not in the security forces. Democratic institutions, especially the judiciary, remained weak. Politically related crimes rarely were prosecuted. Citizens often appeared without defense counsel and thereby effectively were denied the right to a fair trial. Prison conditions remained harsh, and the Government continued to use arbitrary arrest and prolonged pretrial detention.

Human Rights Situation Report 2003
2003 was the most violent year since the 1998 national election period. The year saw anti-Thai Riots in January; the slaying of high-ranking officials including Mr. Om Rathsady, Venerable Sam Bunthoeun who was killed in February while at his monastery, Judge Sok Setha Mony in April, and 27 political party activists attacked prior to the election of July 27, 2003. In the post election period, there were the shootings of Mr. Chour Chetharidh, a reporter for Radio “Ta Prum”, a popular singer, Miss Touch Sun Nich, causing her serious injury while her mother died at the scene.
