Law on Freedom of Information
The Cambodian Center for Human Rights (“CCHR”) has classified the proposed Law on Freedom of Information (the “Proposed Law”) yellow, as it contains some positive provisions that promote freedom of information while also, importantly, providing for an independent institution with which ordinary people can file a complaint once their right to freedom of information has been violated. However, the Proposed Law still requires some revision: among other things, in many places it is still vague, meaning that it might be abused or misinterpreted, thereby negatively affecting the right to freedom of information in the Kingdom of Cambodia (“Cambodia”).

Confusions reigns in Chut Wutty case as company security guard is charged with two counts of manslaughter
According to Khmer language media outlet Daum Ampil Rann Boroth, a 31 year old reported to be a security guard with Timbergreen, a company involved in logging in Koh Kong province, has been charged with the killings of environmental activist Chut Wutty and military police officer In Ratana. Chut Wutty and In Ratana were shot dead on 26th April in an incident after the car Chut Wutty was travelling in with two journalists was stopped in Koh Kong province while gathering evidence of illegal logging.

A Right to Know or a Culture of Secrecy
This Report looks at principles of freedom of information, the status of the right to information in international law, and the extent to which that right is provided for in the domestic laws of Cambodia. The Report also examines challenges ordinary Cambodians face on a daily basis in accessing information, and provides recommendations for legislative, structural and policy changes that are required in order to ensure that the right is fully respected in line with international standards.
