In 2023, Cambodia Human Rights Watch said the government had “stepped up harassment and arbitrary arrests of opposition party members and activists”, while urging the release of those who were wrongfully detained. Article 495 of the Cambodian Criminal Code stipulates that incitement to commit a felony or disturb social security is punishable by imprisonment from six months to two years whereas Article 453 states that plotting involves a resolution agreed by two or more persons to commit an attack. This can result in a jail term of five to 10 years.
