Flynn Fuller, U.S. Agency for International Development (USAID) Cambodia Mission Director, will launch the Structuring Partnerships for an Innovative Communications Environment (SPICE) program on Friday, December 7, 2012 at 9:00 a.m., at Raffles Hotel Le Royal, Phnom Penh. The SPICE program, implemented by the Open Institute, facilitates social and business innovation using communications technology, and improved communications in Khmer via mobile devices.
