Joint Cambodian NGO Report on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in the Kingdom of Cambodia
After its initial report in 2002, the Royal Government of Cambodia submitted in 2009 its second periodic report to the Committee against Torture (CAT). Ahead of Cambodia’s review by the Committee in November 2010, the purpose of the present report is to provide a robust, collective analysis from civil society actors to raise awareness of the situation of torture and other illtreatment in Cambodia and other important issues in relation to the Convention against Torture (“the Convention”).

Grassroots Advocacy in Cambodia - 109 Community Case Study Analysis September 2010s
Community representatives are highly experienced in advocacy on land and forestry issues but less experienced in fishery and evictions cases, and even less so on mining. Advocacy activities have been taken place mainly throughout Cambodia, with a higher concentration in Kampong Thom, Kampong Chhnang and Phnom Penh Community members have built their ties to community people, NGOs and other networks to discuss and address local problems, but only half or fewer effectively used the planning tools identified in the survey. More than half of the advocacy activities were successful or partially successful; only a few were considered completely unsuccessful. More than half of the advocates practiced active non‐violence principles, and more than half demonstrated positive leadership qualities. Community advocates have faced many challenges internally, such as limited knowledge and skills, and externally, through a range of difficulties with government actors.

The Ulaanbaatar Roundtable on Democracy in Asia
The purpose of this three day roundtable was to develop a set of civil society recommendations on actions that could be taken by the munity f Democracies (CD) to strengthen democracy in Asia. The meeting was framed around the Working Groups of the CD that have been launched by the Lithuania as CD Chair, focused on the specific thematic areas of Gender Equality and Women’s Rights; Enabling and Protecting Civil Society; Regional Cooperation; Poverty, Development and Democracy; and Promoting Democracy and Responding to National and Transnational Threats to Democracy. The International Steering Committee of the CD also chose to feature Democracy Education, as this is a subject the ISC/CD hopes will be taken up by a Working Group in the near future.

Cambodia Gagged: Democracy at Risk?
This report is a joint report on freedom of expression in Cambodia compiled by a coalition of non-governmental organizations, community organizations and unions. The purpose of this report is to remind the Royal Government of Cambodia (the "RGC") and the international community of the fundamental importance of freedom of expression as the cornerstone of democracy, and to voice deep concern that the RGC’s apparent efforts to systematically erode freedom of expression in Cambodia in the last year puts democracy at risk. In the last year we have seen the continued erosion of the right to freedom of expression with the judiciary being used as an organ of repression in silencing dissent and opinion critical of the RGC. This crackdown has targeted the pillars of Cambodia’s democracy: parliamentarians, the media, lawyers, human rights activists and the people.
