As a result, the National Assembly functioned at a much reduced level, and the work of ministries was hampered by political uncertainties and a lack of direction. Chem Pich, alias Horn Keo Davy, 38, a moto taxi driver living in the Tonle Bassac quarter, was killed by a bullet in the head on the evening of 7 September, in front of the Cambodiana.
