Battambang Villagers Ordered To Stop Using Forested Land
Villagers in Battambang province’s Ek Phnom district have filed complaints with provincial and district authorities accusing forestry officials of wrongfully banning them from using a 75-hectare area of forested land they say they have fished and farmed since 1985. Provincial fisheries officials confirmed that a ban existed but claimed that the complaining families have illegally cleared the forested property for farming.

1,200 Villagers Compensated As Boeng Kak Fills
Phnom Penh City Hall said yesterday it had compensated roughly 1,200 families in the Boeng Kak lake area who had left their homes last year to make way for the lake’s development, adding that developer Shukaku Inc had now filed 42 percent of the lake with sand. Municipal Deputy Governor Mann Chhoeun said the municipality compensated 1,233 families in2009 during the first round of resettling lakeside residents.

Ethnic minority villagers in Ratanakkiri province involved in along-running land dispute with the rubber firm DM Group have accused the company of clearing 20 hectares of farmland, following previous accusations from villagers that the company cleared more than 400 hectares of tribal land and state forest. The company denied the accusation yesterday, saying it was the legal owner of the property.

Ratankkiri Wood Taken As Governor Snoozes, Villagers Say
Human rights workers in Ratanakkiri province yesterday accused forestry officials in Veun Sai district of negligence after a pile of illegally cut timber in their care disappeared on Friday. Pen Bonnar, provincial coordinator for the human rights group Adhoc, said that half of the 167 timber pieces, which were discovered by ethnic Lao villagers in Pong commune, were transported by Forestry Administration officials to the local office on Thursday. On Friday, the remaining pieces of timber were gone, he said.

Ex-Soldiers Block Access To Poipet Farms, Villagers Say
Around 150 former RCAF soldiers have been preventing farmers since Tuesday from working on their land in Bantey Meanchey province’s Poipet city due to a land dispute, villagers and officials said Friday. Soldiers formerly of the RCAF 12th Division claim they were given rights in December to the 28 hectares in dispute by the privately run National Agriculture Development Association, which acquired land rights from the former provincial governor in 2006, according to Kea Chansan, a representative of the 20 farm families living in Tuol Pongro village.

B Meanchey Inmate Unable To Bathe, Prison Says
Bantey Meanchey Provincial Prison is facing a water shortage ad 30 percent of its prisoners are suffering from skin irritation due to poor hygiene, according to prison director Nuon Vanna, who claimed that Serei Saophoan city, where the prison is located, is not providing enough water. “We have a lack of water because we have just one well and the running water is not enough,” Mr Vanna said, adding that the prisoners also draw water from an onsite pond. “But for drinking water it isn’t a problem, we provide it to them all the time.”

The KhmerRouge tribunal’s oldest detainee, former Khmer Rouge Minister of Foreign Affairs Ieng Sary, sought bail at the Khmer Rouge tribunal yesterday for the third and what will almost certainly be the final time. As they have since his arrest, arguments again turned to the suspect’s twice for Ieng Sary, 84, to use the bathroom and once because he was “rather tired.” With two hours left in the hearing, he asked permission to leave the room due to back pain and did not return.

However, in the Jan 13 decision the judges revealed that in June they had formally but secretly disagreed on the need to summon former King Norodom Sihanouk and six senior CPP officials who have since refused to cooperate with the court.
