    PROGRESS ON THE IMPLEMENTATION OF ACCEPTED RECOMMENDATIONS TO CAMBODIA REGARDING PRESS FREEDOM

    It has been four years since Cambodia's Third Universal Periodic Review ("UPR") outcome report was adopted. To mark the occasion, the Cambodian Center for Human Rights ("CCHR") releases three thematic infographics on implementing the accepted recommendations on access to justice, civic space, and press freedoms. These infographics provide a short definition of the United Nations UPR mechanism as well as an overview of the progress made by the RGC in addressing the related matters and the actions that remain pending to ensure that the rights to access to justice, press freedom, and fundamental freedoms are fully upheld in Cambodia.

    We, the undersigned, call for the baseless charges of incitement against 10 land activists from three communities in Koh Kong province to be immediately dropped, and for their unconditional release. These activists did nothing but peacefully raise concerns and speak out in defence of their land and fellow community members, but have been harassed and imprisoned for doing so.

    CCHR Human Rights Defenders Alert – Phnom Penh, 3 July 2023 11 land activists were arrested in Koh Kong Province for attempting

    At around 11 am on 29 June 2023, the Koh Kong Province's Sre Ambel district police arrested 11 land activists who were attempting to reach the Ministry of Justice to submit a petition seeking its intervention. The petition requested that the Koh Kong Provincial Court drop all the charges that were brought against their community members over their land rights activism, and called for legal action against those who violated their land rights. The activists are Phav Nheung, Deth Hour, Reuk Seung, Heng Chey, Sok Chey, Lam Cheav, Seng Lin, Yoeurn Khmao, Yi Kunthea, Tin Tang, and Sourn Theng. All are members of three communities composed of 197, 175, and 80 families which have been struggling with a land dispute since 2006. One of the detained activists was accompanied by her seven-year-old girl, who was also taken alongside her mother.

    We, the undersigned organisations, call on the Cambodian and Italian governments to immediately halt the reopening of intercountry adoptions. Cambodia has not enacted safeguards that will sufficiently protect the best interests of the child or prevent reoccurrences of the severe fraud and corruption that marked intercountry adoptions in the past.     Today, CCHR’s Fair Trial Rights Project released its annual report “Fair Trial Rights in Cambodia, Monitoring at the Court of Appeal”, covering the period from 1 January to 31 December 2021. This Report analyzes data gathered through the daily monitoring of 85 randomly selected criminal cases at the Phnom Penh Court of Appeal, using a specifically designed trial-monitoring checklist to assess adherence to fair trial rights as set out in international and Cambodian law.

    Immediately Release and Drop Charges Against CCFC staffers

    The arrest of three staffers from the Coalition of Cambodian Farmer Community (CCFC) and the unfounded charges of incitement and plotting against the nation marks yet another case of Cambodian authorities imprisoning human rights defenders for their peaceful activism. We, the undersigned groups, demand an end to the persecution of human rights defenders, and call for the three CCFC staffers to be immediately and unconditionally released, so they can continue their work. On the morning of 18 May, police formally arrested Theng Savoeun, CCFC president; Nhel Pheap, a senior organizing officer; and Thann Hach, who works as a community facilitator. They were first detained in Kratie province on the way to Phnom Penh on 17 May while they were travelling with dozens of people following an event in Ratanakiri province, and later transferred to Ratanakiri Police Commissariat.

    CCHR Human Rights Defenders Alert – Phnom Penh, 23 May 2023  Three Coalition of Cambodia Farmer Community Association’s members arrested in Kratie Province 

    In the early afternoon of 17 May 2023, the Kratie provincial police, acting without a warrant, stopped and took 17 members of the Coalition of Cambodia Farmer Community Association (CCFC) to a police station for interrogation. Officers also brought 32 relatives of the members to the station, including children. The group was coming back to Phnom Penh from Ratanakiri Province, where they took part in a capacity building workshop and a staff reflection meeting from 13 to 14 May 2023. Three CCFC employees – President Mr. Theng Savoeun, Senior Organizing Officer Mr. Nhel Pheap, and Community Facilitation Officer Mr. Than Hach – were detained overnight before being sent to the Ratanakiri provincial police station for further questioning on 18 May. The other 14 CCFC members and the 32 relatives were freed and allowed to go home on 17 May. Authorities also seized computers and mobile phones used by CCFC staff members, as well as some of the organization's documents.
