Fighting for women and justice where both get pushed aside
As Cambodia's most visible female politician, Mu Sochua is a leader in the fight for democratic reform and women's rights, although both issues are looked at with skepticism in this male-dominated society. Mu Sochua regularly receives praise from many quarters, especially in the international community. But Ou Virak, president of the Cambodian Center for Human Rights, wonders how much real impact she can have at home. Many in rural farming regions find it hard to relate to a woman with two American college degrees. And her gender hasn't made her political work any easier. "The society has not accepted woman leadership so much," Ou Virak said. "Many male politicians will not endorse her in a higher role because she is a woman."

Call to Postpone Cambodia’s Elections
Cambodia’s main opposition leader Sam Rainsy asked the authorities Wednesday to put off national elections scheduled in July, citing inconsistencies in voter registration and barring of the opposition to observe the ballot process. “The elections need to be postponed in order to conduct genuine elections,” the exiled head of the opposition coalition National Rescue Party (NRP) told a roundtable in Washington. “We need to reestablish the voter list,” he said, adding that registration needs to better “reflect the electorate.”

Cambodia: Some Provinces Recognizing Lesbian Couples as Married
At least 15 lesbian couples have been legally recognized as married in some provinces in Cambodia. Gay Star News reports: Cambodian law defines marriage as between a man and a woman only but in some provinces in the country local government officials have decided to recognize gay couples. Some of these local government leaders will share their experiences at an IDAHO (International Day Against Homophobia) organized by RoCK as part of Cambodia Pride Week on 17 May. There are 15 lesbian couples that Srorn knows have been issued marriage certificates in Kandal, Takeo, Prey Veng and Kampong Chhnang provinces. 'After Pride Week my job is to visit more provinces and interview gay couples who been given family books from the local authorities, because when they give you a family book it means that they are officially, legally family.'

Committee Formed to Sell Off Mfone’s Assets
The administrator dealing with the debts of defunct mobile operator Mfone yesterday established a committee to sell off the company’s remaining assets. Since it filed for bankruptcy in January, more than 1,000 creditors, including former staff, have claimed Mfone owes them a combined $160 million. Mfone’s remaining assets have been estimated at about $107 million, and despite a court injunction freezing the firm’s assets, the company’s roughly 400,000 subscribers were switched to rival firm MobiTel.

Rights Worker Sued on Behalf of Powerful Businessman
WASHINGTON DC - A prominent rights investigator is being sued by a ruling party commune chief in Pursat province. But a closer look shows that Chan Soveth, of the rights group Adhoc, was sued after making public remarks to the media about a ruling party businessman. At Tribunal, Historian Describes Vietnam’s Relationship to Khmer Rouge
PHNOM PENH - British historian Philip Short took the stand for the second day at the UN-backed Khmer Rouge tribunal Tuesday, as he continued to describe the relationship between Vietnamese communists and their Cambodian counterpart. Short, the 68-year-old author of “Pol Pot: Anatomy of a Nightmare,” told the court Tuesday that the Vietnamese had an “undeniable” interest in the Khmer Rouge, providing support and training for the communist insurgency in its early days.

Three out of five parties recognized for election
PHNOM PENH (The Cambodia Herald) -- The National Election Committee (NEC) have registered and recognized the Khmer National Party and the League for Democracy Party for July's general election. The final approval for the League for Democracy Party took place Wednesday. Currently, only five parties have submitted their candidate list to compete in the fifth legislative election, but only three parties, the ruling Cambodian People’s Party (CPP) the Khmer National Party, and the League for Democracy Party have been officially recognized.

Firm Give Rights to All ELC Timber in Ratanakkiri
The Ministry of Agriculture has signed a deal with Try Pheap Import Export to give the firm the rights to purchase all timber felled (ELCs) in Ratanakkiri province, according to a letter sent from the Agriculture Ministry to the Forestry Administration on Friday.

Hun Sen Vows To Remain Premier for Years to Come
PHNOM PENH - Prime Minister Hun Sen on Monday said he plans on being Cambodia’s leader for at least another decade to come. In a speech in Kampong Speu province, Hun Sen, now 61, said he would be “in charge” until the age of 74. The remarks were an apparent continuation of political rhetoric that has increased as July’s national elections approach. Hun Sen also recently warned that the country would devolve into war if the opposition were to win at the July 28 polls.

Cambodian parliament passes fire prevention law
PHNOM PENH, May 7 — Cambodia’s National Assembly on Tuesday adopted a draft law on fire prevention with jail term punishment for arsonists, neglected firefighters, and false information providers on fires. Ninety-four out of ninety-seven lawmakers, who were present at the session, passed the law, saying it would help maintain security, social safety, and public order, and protect lives, public health and properties.

Parliamentary elects new Constitutional Council member
PHNOM PENH (The Cambodia Herald) -- The National Assembly kicked off its session Tuesday to elect a new member of the Constitutional Council replacing Pen Thol, whose nine-year-term will end late next month. In the session presided over by National Assembly Chairman, Heng Samrin, and were attended by 97 members of the 123 from the parliament, Pit Tangsam has been elected as the new member of the Constitutional Council. The Constitutional Council is a supreme institution stipulated in 1993 to guarantee the respect and interpretation for the constitution, adopted by the National Assembly.

Hun Sen Reveals Plan to Win 3 More Elections, Retire at Age 74
Prime Minister Hun Sen yesterday said he plans to wine at least three more national elections before finally stepping down at the age of 74. In a speech to some 8,000 villagers in Kompong Speu’s Chhar Mon City to mark the groundbreaking of an $80 million Cchines-loan funded project to rehabilitate National Road 44, Mr. Hun Sen strongly rejected criticism aimed at the length of his reign as prime minister of Cambodia, which dates back to 1985.

Boy Beaten by Plantation Staff Sent to Vietnam for Treatment
A 14-year-old boy severely beaten by employees of a well-connected rubber plantation company in Ratanakkiri province on Saturday was sent to Vietnam for treatment for a life-threatening blood clot in his brain yesterday, according to his father, while a soldier detained in connection to the incident was released.

Displace Villagers File Complaint to Hun Sen
About a dozen of villagers from Koh Kong province who are locked in a land dispute with the Chinese-owned Union Development Group (UDG) protested yesterday outside Prime Minister Hun Sen’s house in Phnom Penh and submitted two separate complaints asking him to intervene.
