Man in court for raping 12-year-old girl
Takeo (The Cambodia Herald) -- A teenager was sent to court Monday morning, April 29, after he had raped a 12-year-old girl over the past weekend. The suspect was identified as Prak Cheat, 19, living in the village of Knar, in the Tram Kok District of Takeo. The suspect had raped the girl three times, since Thursday night, at her house, Tram Kok's police inspector said.

Laos, Cambodia aim to address illegal border issues

Cambodian Court Orders New Probe in Reporter’s Death
A court in Cambodia on Tuesday ordered a renewed probe into the murder of a journalist who had exposed corruption among local elites, saying an earlier investigation had neglected important evidence that could shed new light on the case. Presiding judge Y Sovann told the Ratanakiri provincial court that several sources of information had been overlooked during the investigation into the killing of Hang Serei Oudom, who was found beaten to death in the trunk of his car last September.

Phnom Penh Anti-Eviction Protesters Burn CPP-Donated Sarongs
About 20 protesters from three eviction communities around Phnom Penh tore up and burned sarongs they had received from the ruling party CPP outside the party’s headquarters yesterday, saying they needed land little instead. The protester from Phnom Penh’s Boeung Kak, Borie Keila and Thmar Kaul communities arrived at CPP headquarters at about 8 a.m. and began burning incense and praying to the spirits to prevent the ruling party from winning the upcoming national election.

Phnom Penh agrees to Union parade on International Labor Day
PHNOM PENH (The Cambodia Herald) -- Phnom Penh City Hall agreed to allow Unions to congregate at Democratic Park in commemoration of the 127th International Labor Day. In a letter dated Monday, retired Phnom Penh Governor, Kep Chuk Tema, said, Unions and workers could gather and stage a parade from Democratic Park along Preah Sisowat Blvd to the National Assembly to give a petition, but the gathering must end after that.

In Long Beach, New Opposition Seeks Support
LONG BEACH - Cambodians who go to the polls for July’s parliamentary elections will face two major choices, the ruling Cambodian People’s Party, and the new opposition, the Cambodia National Rescue Party. Press freedom still not living up to the law, seminar told
In Cambodia, while the constitution guarantees press freedom and freedom of expression, freedom of speech is still limited in reality, said Chhay Sophal, editor-in-chief of Cambodia News Online and a board member of the Cambodian Journalists' Council for Ethics. "Legally speaking, the government respects the country's free press and freedom of expression, but in practice, the public voice is sometimes ignored or accused of being backed by the opposition - an excuse for government authorities to crack down."

Survey: 74.5% of civil party members approve of ECCC's role
PHNOM PENH (The Cambodia Herald) -- According to a recent survey published by Harvard University and the Cambodian Human Rights and Development Association (ADHOC), 74.5 percent of civil party members involved in case 002 believes the Extraordinary Chambers in the Court of Cambodia (ECCC) are living up to their duties in finding justice for the victims of the Khmer Rouge. 92.5 percent of the members answered that the ECCC are re-building trust and confidence among the people of Cambodia.

Preah Vihear Authorities Destroy Airfield Homes
Authorities have demolished the homes of 25 families living on the site of an obsolete airfield in Preah Vihear province’s Choam Ksan district, a rights group said yesterday. The families were ordered to move off the land on Wednesday, with the district governor Sok Hai saying they had no legal rights to the land but declining to say what the area was being cleared for.

Cambodian court charges Canadian man with child prostitute purchase
PHNOM PENH, April 28 (Xinhua) -- Cambodia's Siem Reap Provincial Court charged a Canadian man Vigai Indra D.Komar, 50, with purchasing child prostitution of a minor under the age of 15 years, officials said Sunday. The suspect was arrested on Friday in a guesthouse's room in the province on the suspicion of sexually abusing an underage girl, said Brigadier General Chea Heng, deputy chief of the provincial anti-human trafficking and juvenile protection police office. "When police raided the room the suspect and a 14-year-old girl were both inside," he said, adding police found several sex utensils, VCDs containing pornographic materials, 1 VCD player, ordinary photos of children, and 1 camera in the room.
