Phnom Penh Man Arrested for Accidental Acid Attack
A 20-year-old Phnom Penh goldsmith was arrested on Wednesday after allegedly inadvertently spilling a corrosive jewelry-cleaning solution on a bystander during a brawl in Prampi Makara district's veal Vong commune, according to Ev Sokpheng, district penal police chief. The goldsmith, Srun Mengtry, and four of his friends argued on Wednesday afternoon and began throwing rocks at each other, Mr Sokpheag said.

Justice Minister Warns Court Clerks Over Unlawful Work
Justice Minister Ang Vong Vathana has admonished the country's court clerks for unlawfully undertaking the work of prosecutors and judges, warning the officials that they will face disciplinary action if they commit inappropriate deeds. In the recent past, the Ministry of Justice has received complaints from the public who need judicial service at the courthouses and are dissatisfied with some individuals who are court clerks and officials, Mr Vong Vathana wrote in a letter dated July 16. The Ministry of Justice would like to admonish those people working as clerks, officials at all levels of the court and officials at the Ministry of Justice, The clerk profession as well as the code of procedure that undertake either the role of the judge or prosecutor, "the minister said.

In the article “Fine Can Be Taken From Mu Sochua’s Pay” (July 21, page 26), you reported, “The court notified Ms Sochua on Friday that, at the request of Mr Hun Sen’s lawyer, the money [corresponding to an unpaid $2,125 fine stemming from Ms Sochua’s defamation conviction] would be deducted directly from her salary.” In a similar case in 2009, Heng Samrin, the president of the National Assembly, publicly said there was no law allowing any deduction from a parliamentarian’s salary [of any amount of money he would owe to a state institution].

Garment Workers strike At Phnom Penh Factories
Spontaneous strikes by at least 35,000 garment workers brought production at two factories in Phnom Penh to a halt yesterday, union officials said. Free Trade Union President Chea Mony said that plant in the capital 35,000 workers went on strike because the company suspended and fired their leaders, adding he could not remember the factory's name.

Slow Recovery For Construction, Analysts Say
Though a rebound in Cambodia's economy is under way in many of its main industrial sectors, investment in construction remains stagnant after months of decline, the Ministry yesterday. Analysts say that investors are moving away from ambitious mega-projects in the capital, launched on a wave of optimism prior to the global financial crisis, and instead are targeting smaller, more realistic real estate investments. There is no market for construction right now, said Nonn Pheany, spokeswoman for the Ministry of Land Management. Construction activity for major projects is at limited level.

Ministry Rejects Report on Abuses at Gov't-Run Center
In a statement yesterday, the Ministry of Social Affair rejected a new Human Rights Watch report on the local sex industry, saying the report was incorrect and would affect the progress at a government center in Phnom Penh that was criticized by the rights group for alleged abuses of sex worker. the incorrect report affects the progress of the center, which provides services for homeless people and for beggars for the term, ministry spokesman Lim El Djurado said in a statement. War-Extra Bomb Explodes, Killing Boy, Injuring Three

Nearly 200 Children Raped First half of 2010, Figures Show
One hundred and sixty-seven children were reaped in the first six months of the year, a number comprising 68 percent of all rapes during that period, according to figures released yesterday by the local rights group Adhoc. A total of 246 people were raped in Cambodia during that period.The Cambodia Daily has reported on eight child rapes sine the beginning of July. In 2009, 460 people were raped and 366 of them were children, according to Adhoc statistics.

Prisons Director Says No Information on The Five Dead Inmates
Following reports that five detainees died within a five-day period earlier this month at Kompong Cham provincial prison, the government's prisons department yesterday offered no official reaction, saying information was lacking. So far this year the human rights organization Adhoc has recorded 26 deaths in prisons nationwide while Licadho counted 29 deaths.
